Change the resolution to 1920x1080 and then change it back to 3840x2160. I bet it will fix the taskbar problem.

I think your problem is that you are using an older build ISO. Download the ISO from MS now if you haven't done. I think it's the 1511 build.
Cheapest way that I know for a legit key is to buy a 32 bit Windows 7 key from Amazon and use that key to install Windows 10. The 32 bit key will work for W10 64 bit.

Officially, Dell only supports EXX30 series and newer. But a lot of times, W7 drivers do work in W10.
I would go to Dell's website and pull the touchpad driver for W7 and see if it works.

Running an OS in a VM is ok for basic tasks but if you want to do more complicated things like running a CAD program, it is not an acceptable experience.
It is not mounted on OS X by default either.
