NETWORKING FIX FOR 1803
You need to set two services to automatic (delayed start):
Function Discovery Provider Host
Function Discovery Resource Publication
Right click the Start button and click on Run near the bottom of the menu that shows. Type services.msc in the Run box and press enter to open the Services List. Scroll down until you find those two. Set them to automatic (delayed start). Then right click and start them both. That PC will now show up. You need to do this on all computers in the Network that are running April update 1803.

That might not be such bad idea. A tutorial that list all components required and how to set them up.
EDIT: Check if @Brink has already made one. Maybe there's just a few line that needs to be added.

Thought about that, It would be best to have a tutorial to go over everything, seeing that MS decided hey lets remove Homegroup and just say what they added in the release notes. No help at all for many that have no idea what is going on with home networks.

Yep, probably need to have him add what I found but maybe change the wording around to something he likes for it.

I looked in Network and Sharing tutorials. There doesn't seem to be one for all of the requirements, like services, NTFS permissions, and how to setup the share itself. I could be over looking it but I didn't see one.

Yep, that would be the one to add too. Let's see if they fix this in the Tuesday update. If not, I can post in the thread about the service that is not running in 1803 like they should. He could it add to the list.

EDIT: Apparently the other service is not needed for local networks. The required services are in that thread but the
