Interesting! I thought it's only me. Read my post in Skippy build 17661 thread: New Windows 10 Insider Preview Fast and Skip Ahead Build 17661 - May 3 Insider - Page 14 - Windows 10 Forums
That's the same thing alright! But I'm not on skippy, just stock 1803 from the MCT. It's a strange one!

It won't "push" until May 8, Alpha. Check for updates and you should pull in Build 17134.1.
Maybe pushed was the wrong term to use. On my desktop PC, all I did was a manual "check for updates" and I got upgraded to 1803. 17134.1. On my laptop I did the same thing but it stayed on 1709, no upgrade to 1803. The laptop is actually much newer hardware.

I've had pretty good luck with this update. I've only encountered two glitches that come to mind. First is the 'Windows Insiders Program manages this option' notification in the feedback settings. The other causes 2 or 3 of the tiles in my Start screen to lose their icons. It's always Thunderbird, Firefox, and MS Word. The icons come back after signing out/in or rebooting. Other than that, it seems fine.
I had the missing icons issue (among other issues), but doing a "Fresh Start" fixed it. I'm starting to wonder if a "Fresh Start" can fix issues that a clean install might not fix.

Yes, that may happen. Manually checking for updates is still using windows update to determine if the machine is ready for 1803. The checks and blocks that Microsoft put in place to control the phased rollout will still apply. As with previous rollouts, machines with known issues won't be offered 1803 through windows update until a fix is in place.

You will only bypass those checks if you download the ISO and manually upgrade. If windows update says you're not ready, it's safest to wait until it does.
I figured it was something like that. The desktop PC that upgraded is actually a lot older than the laptop that wouldn't. Like I said, just a FYI. I'll be doing a clean install on the laptop anyway, just not in the mood to do it today. I want to test out my VL Business MSDN ISO. I want to see if uses the DL's that PC already has etc.

I encountered a problem with applying the correct keyboard. Apologies if this has already been reported, but 800posts were too much to read.

On both my PC and my laptop, keyboard was not properly applied. E.g. when I type @ on the keyboard, on the screen " appears. I have to correct the keyboard selection to English US, and then it is OK. But it seems that on restart, the problem reappears.

Can anyone help me with a permanent fix?

And FYI, Machine Learning is being employed in this rollout to widen the scope of those that get it in the first phase. All my old machines were deemed as 'ready' by windows update - that's never happened this early before.

During the Fall Creators Update roll out we pilot tested machine learning (ML) to intelligently select devices that our feedback data indicated would have a great update experience... For the April 2018 Update rollout, we will expand our use of ML to identify the devices ready to update...

Ok I have a question for any and everyone running 1803 now. Does your taskbar refresh from time to time even when you are doing nothing but looking at the screen? Mine was doing this when I upgraded to the Insider version of 1803 and I just passed it off as a bug in the upgrade. It is now doing it on a clean install.

It is not a problem but rather just annoying as ***. Just posting to make sure I am not the only one seeing this. :)

You're not alone. Me too! But not in the first day or two though.

Edit: Sorry for my mistake, it is on my 17661.1001, not 17134.1 or 17134.5.

I am not sure how long after my clean install this started but I just noticed it earlier and a few minutes ago. The whole taskbar refreshes. It is quite fast, so if I am not paying attention I won't see it. It is annoying though when I see it, as I think something has shown that I need to see.
