    media Creation Tool won't run

Hi gentlemen, I am nursing a new laptop again, with win 10 v.1909 on it.
After running into problems with HELLO and Passwords ,I thought I had cured those problems by a system reset. But after a few deadends, an upgrade (which my pc would not acknowledge) to 2004 was suggested and a tutorial for doing it I found here in Ten Forums. So following this upgrade from 1909 to 2004 tutorial:
The Download started as described to a USB (after the first USB was deemed unusable with a message Win 10 failed to install update with error code 0x80073D02 and required a restart of whole process).
But when it came to running the media Creation tool for creating the USB with Win 10 I get a message "Unable to run the Media Creation Tool on your pc. Turn off or restart your pc and try again, reference Error code 0x800701 B1-0xA001B if problem continues. Then just before the pc begins the restart , I guess a translation? "The specified protocol is not supported" pops up. I'm stumped even more now. Is the MCT the protocol, or supported by what. Oddly enough each time I got these messages, and I start closing pages the next page the concluding words with "Finish" as the last step.

Hi, as you've done a reset already, and you say your laptop is new, would a clean install perhaps be the simplest, fastest way to proceed?

    Clean Install Windows 10

You can create a bootable USB disk directly using the media creation tool, and if that doesn't run on your present PC, you could use a different PC. That would now be build 20H2. Should you need to use an earlier major build a different method of creating a bootable install disk is described in the relevant tutorial.

You could spend a very long time trying to fix what you have without success.

A clean install means deleting all existing Windows partitions as per the tutorial, then you install to unallocated space.
(Some people don't follow the tutorial and don't do that).

Try using the BAT file in option five in this tutorial: Create Bootable USB Flash Drive to Install Windows 10

It is so user-friendly that even an idiot like me can use it blindfold.

I have never deleted the Data partition, though.

    Media Creation Tool now works

A supreme sigh of relief to see that your instructions have enabled "tools" to function on my device. I am updating the Toshiba specs as I find time to do so (Thank you for directing me to the bottom Left corner). I managed to create a Bootable Recovery Drive and a Clean install of 21H2, when I ran the recovery drive the pc ran a little faster (almost as fast as I to the store to look for a newer laptop with windows 11 on it).
So your directions solved this thread.
