Error installing Windows .ISO : "second boot phase"

I'm trying to install the newest Windows .ISO so I can make the 2004 update back from May install correctly. I tried with regular Update and with Update Assistant, no luck, several times. And just tried with an .ISO re-install of Windows, got the error 0xC1900101 – 0x40017 "installation failed during the SECOND_BOOT phase due to an error during the BOOT operation."
I have plenty of disk space - and all my drivers are digitally signed correctly. Not sure what is causing this. Any advice?

I'm version 1909 still.

0xC1900101 – 0x40017 is often related to a problematic driver(s).

Okay I think I did this correctly. I ran all the scans suggested and have them in this DropBox link. Let me know if that works. Thanks!

The logs displayed BSODs (four today).

Chkdsk /scan:
Code:
Windows has found problems and they were all fixed online.

1) Open administrative command prompt and type or copy and paste:
chkdsk /r /v
This may take hours to run so plan to run overnight.
Run on all drives using the syntax: chkdsk /r /v C: or chkdsk /r /v D: changing the drive letter to the applicable drive.

C:\Windows\system32>chkdsk /r /v
The type of the file system is NTFS.
Cannot lock current drive.

Chkdsk cannot run because the volume is in use by another
process. Would you like to schedule this volume to be
checked the next time the system restarts? (Y/N)

Type: Y
reboot

2) Use the information in this link to find the chkdsk report in the event viewer.
Copy and paste into notepad > save to desktop > post into the thread using a one drive, drop box, or google drive share link:
Read Chkdsk Log in Event Viewer in Windows 10 Windows 10 Performance Maintenance Tutorials
Read Chkdsk Log in Event Viewer in Windows 10

3) Uninstall Norton 360 using the applicable uninstall tool:
Download and run the Norton Remove and Reinstall tool

4) In the left lower corner search type: system or system control > open system control panel > on the left pane click advanced system settings

a) > on the advanced tab under startup and recovery > click settings > post an image of the startup and recovery window into the thread

b) > on the advanced tab under performance > click on settings > on the performance options window > click on the advanced tab > under virtual memory > click on change > post an image of the virtual memory window into the thread

5) For any BSOD:

a) run the V2 log collector to collect new log files

b) open file explorer> this PC > C: > in the right upper corner search for: C:\Windows\memory.dmp
> if the file size is < 1.5 GB then zip > post a separate share link into the thread using one drive, drop box, or google drive

6) Create a new restore point:

7) Read these links on Windows driver verifier:

a) learn how to use the Windows Recovery Environment (RE) commands: reset and bootmode to turn off the tool

b) do not use the tool until it is communicated in the thread

Okay zbook trying all of that. Seems like the CHKDSK scan was okay for my main drive, trying my storage drives now. I also tried installing that ISO via a clean-setup with no startup apps running, did not work.

First, the images you wanted:
Error installing Windows .ISO : "second boot phase"-virtualmemory.jpgError installing Windows .ISO : "second boot phase"-startuprecoverywindow.jpg

And the dropbox link to the CHKDSK results (things seem fine):

Also I uninstalled Norton 360 the way u suggested - and tried to install the .ISO and it didnt work. I guess I'm not in a rush - I've read many people have had issues with this May 2004 Update - which is why Microsoft hasn't pushed it out to general release. All I really wanted it for was to enable Ray-Tracing in World of Warcraft haha...

When available update the progress with post #5 steps #5 - #7.

Find a flash drive that you can format (> or = 8 GB).

Create a bootable Windows 10 iso 2004:

Zbook,
I created a bootable USB with the current .ISO on it. My issue is, during setup, I choose "keep existing files" and it says I can't do that with this method. If I use a USB to install the .ISO, do I have to start from scatch???

Thanks.
