Did you created the files on the current computer and with same user name or were they created on another computer and with different user name ?
If you created a file on the current computer you should be able to open and edit.
If you created a file on another computer that has a different user name, the file can't be opened or edited on the current computer as they belong to another user (C:/Users/"Name" are different)

In this case you must take ownership of the file
Add Take Ownership to Context Menu in Windows 10

    @Nevadasan
The problem is the problem description!

    Like this:
"In the partitions of other SSDs that have Windows installed, I also cannot create files or save them"

This can mean a lot! For example: You have a Multi-Boot-System.
That is to be handled in a different way than for example:
    The hosts-file in:
    C:\Windows\System32\drivers\etc

You can open it with notepad, but you can't edit it with notepad.
But you can, if you run notepad as admin!

So be clear and you get a solution.

I can't comment because I don't know where in those partitions you are unable to create or save files.
If I need to edit a file [a very rare event] within Program files, I back it up to an external disk, copy it to the desktop, edit it then copy it back into place.

I have a folder tree of my own on the C:\ drive to which I've applied the same protections as Program files.
It contains my scripts and also portable apps.
I have a matching folder on another drive where I create, edit & test my scripts. When a script is ready for use, I copy it into that special folder on all my computers for general use.

    All the best,
    And thanks for the rep,
