I'm going to open a support ticket with them and see what they say.
However, I created a restore point on Monday, and it worked fine. ESET was one of the first things I installed on my system, so it seems unlikely to be that, as if it were, I would have thought I wouldn't have ben able to create a restore point then.
However, I'm keeping an open mind and will see what they say.

Just running V2 now. That page gives a strong warning not to use DM unless instructed. Are you sure I should run it?
Are you suggesting a reinstall Windows from scratch? If not, what?

DM is our older log collector and collects data further back in time.
A Windows 10 iso gives additional troubleshooting options in case steps cannot be performed using Windows.
(It has Windows Recovery Environment (RE)).
If it's a recent install then only run V2.
Were you able to create a recent restore point?
What new step(s) were made?
OK, done that and attached the zip file to my previous post.
As I said, I created one on Monday, but when I tried yesterday, all the controls on the window were disabled and it said system restore had been disabled by administrator (which isn't true as that's me!).

I clicked the Win button and typed "res" which showed the option to create a restore point. I clicked that, and it opened the window shown in my very first post, except that all the controls were enabled. I clicked the Create button, and it created the restore point.
Forgot to mention that when I was running tweaking.com's repair tool (as recommended by @dalchina in post #25) I noticed a button to create a restore point. Out of curiosity, I clicked it, and it created one. Well, I don't know for a fact, as I have no way of confirming this, but it paused for about the expected time and didn't pop up any errors. By contrast, when I clicked the button to the right of that which opens the system restore window, it popped up a message box saying that system restore had been disabled by administrator. Found that curious.
