Repair Install Windows 10 with an In-place Upgrade  

An in-place upgrade repair install will NOT repair problems specific to your user profile. I believe it says that in the tutorial.

I want to do an "In-place upgrade" to my Windows 10 Pro (v1909 build 18363.592) as there is a problem with "SFC /scannow" giving the error "Verification 73% complete. Windows Resource Protection could not perform the requested operation."

The post here: (Windows Resource Protection could not perform the requested operation) suggested I try to use SFC.

The reason I am running SFC is because if I use the Search box to search for "Update" and click on "Check for updates" in the "PC Settings" group of results, I get this window pop-up with the error shown:

"C:\Users\Zaphod\AppData\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\Index ed\Settings\en-US\AAA_SystemSettings_MusUpdate_AdvancedSettingsLink.settingcontent-ms

Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

However, in the very first post of this thread, I read this warning:

"The installation media (ex: ISO or USB) must be the same edition and same or newer build as your currently installed Windows 10. If it's not, then the repair install will fail."

I am running v1909 build 18363.592 but can find only the November 2019 Windows 10 .iso file as shown in the "Download Windows 10 ISO File" thread:

"ISO file for Windows 10 version 1909 build 18363.418 is currently available for download using this option as of November 12, 2019."

Am I right in thinking that the upgrade will fail because the .iso is older than my installed version of Windows?

If you have build 1909 then you use a 1909 iso. If the 1909 iso is an earlier build than your existing one, then your build after an in-place upgrade repair install will become the build of the iso used, before any updates. That's a normal in-place upgrade repair install.

If you use a later 1909 iso, your build will become that later build.

What you cannot do is use e.g. a 1709 or 1803 or 1809 build iso e.g.

The terminology refers to the major build number.

Thanks very much for putting my mind at rest. I will make a System Image and then go ahead with the "in-place upgrade repair install".

Unfortunately, the upgrade failed.

I downloaded Win10_1909_English_x32.iso, clicked on it and then ran Setup.exe.
The first time I went through this procedure I did not click on the "Change how Windows Setup downloads updates", so I did not see or click on the "Not Right Now" option. Eventually Windows 10 Setup displayed "We can't tell if your PC has enough space to continue installing Windows 10. Try restarting Setup."

There is 89 GB free.

So I restarted Setup. This time I did click on the "Change how Windows Setup downloads updates" and did specify "Keep personal files only". In fact, "Change what to keep" occured again later on and again I checked the "Keep personal files only" option.

So Setup then proceeded to install and it restarted once. My PC is dual booting with XP (default is Windows 10), and this restart worked OK - it started back into the Setup program.

But then Setup tried another restart - or reboot - and failed. The BIOS screen appeared, the screen went black as usual, then dark grey as usual, but no Windows screen appeared. It then continuously cycled every 4 seconds or so between black and dark grey screens. After a minute or so I turned off the power - Ctrl-Alt-Del and the Restart switch had no effect.

After powering on, the (dual) boot options were displayed as normal, except there were 2 extra options - a 2nd Windows option and a Windows Setup option.



I tried the "Windows Setup" option (which was already highlighted, and probably the default) and the same screen cycling occurred.

So after cycling the power again and getting back to the boot options, I selected the first "Windows 10" option and the PC started and then it displayed:






Shortly after that the following was displayed:







So I'm back to square one - "SFC / Scannow" doesn't complete and Windows cannot access "immersivecontrolpanel"

I was thinking of removing the XP system and partition and trying again. I was also wondering what would have happened if I'd selected the second "Windows 10" in the Boot options. But it's midnight on my side of the planet so I'll check back tomorrow to see if anyone has something to try.

Unfortunately upgrade failures, despite in depth examination of log files over 2-3 weeks of iterative posts, often prove impossible to resolve. I recommend you create your own thread to attract the best reponses as this is now an issue particular to your machine, rather than a general in-place upgrade repair question. A quick thank you for this tutorial.My PC would not update to build: 18363.657
During the restart I kept getting; "Could not complete the update, undoing changes" message.
SFC Scannow & DISM health Check did not find any problems and various other solutions didn't work.
Happy to say option 6 "To do a repair install of Windows 10 with Media Creation Tool" did!
