Repair Install Windows 10 with an In-place Upgrade

    Well this is weird. I just completed the inplace upgrade/repair and yet the microsoft apps like store, videos, armoury still don't open. When I open a video I get the error:

    File system error (-2147219196)

    An in-place upgrade repair install will NOT repair problems specific to your user profile. I believe it says that in the tutorial.

    Please could you start a new thread specific to your problem? Thanks!

    I want to do an "In-place upgrade" to my Windows 10 Pro (v1909 build 18363.592) as there is a problem with "SFC /scannow" giving the error "Verification 73% complete. Windows Resource Protection could not perform the requested operation."

    The post here: (Windows Resource Protection could not perform the requested operation) suggested I try to use SFC.
    The reason I am running SFC is because if I use the Search box to search for "Update" and click on "Check for updates" in the "PC Settings" group of results, I get this window pop-up with the error shown:
    "C:\Users\Zaphod\AppData\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\Index ed\Settings\en-US\AAA_SystemSettings_MusUpdate_AdvancedSettingsLink.settingcontent-ms

    Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

    However, in the very first post of this thread, I read this warning:

    "The installation media (ex: ISO or USB) must be the same edition and same or newer build as your currently installed Windows 10. If it's not, then the repair install will fail."

    I am running
    v1909 build 18363.592 but can find only the November 2019 Windows 10 .iso file as shown in the "Download Windows 10 ISO File" thread:

    "ISO file for Windows 10 version 1909 build 18363.418 is currently available for download using this option as of November 12, 2019."

    Am I right in thinking that the upgrade will fail because the .iso is older than my installed version of Windows?

    If you have build 1909 then you use a 1909 iso. If the 1909 iso is an earlier build than your existing one, then your build after an in-place upgrade repair install will become the build of the iso used, before any updates. That's a normal in-place upgrade repair install.

    If you use a later 1909 iso, your build will become that later build.

    What you cannot do is use e.g. a 1709 or 1803 or 1809 build iso e.g.

    The terminology refers to the major build number.

    Thanks very much for putting my mind at rest. I will make a System Image and then go ahead with the "in-place upgrade repair install".

    I will report back my results, eventually.

    Unfortunately, the upgrade failed.

    I downloaded Win10_1909_English_x32.iso, clicked on it and then ran Setup.exe.
    The first time I went through this procedure I did not click on the "Change how Windows Setup downloads updates", so I did not see or click on the "Not Right Now" option. Eventually Windows 10 Setup displayed "We can't tell if your PC has enough space to continue installing Windows 10. Try restarting Setup."

    There is 89 GB free.

    So I restarted Setup. This time I did click on the "Change how Windows Setup downloads updates" and did specify "Keep personal files only". In fact, "Change what to keep" occured again later on and again I checked the "Keep personal files only" option.

    So Setup then proceeded to install and it restarted once. My PC is dual booting with XP (default is Windows 10), and this restart worked OK - it started back into the Setup program.

    But then Setup tried another restart - or reboot - and failed. The BIOS screen appeared, the screen went black as usual, then dark grey as usual, but no Windows screen appeared. It then continuously cycled every 4 seconds or so between black and dark grey screens. After a minute or so I turned off the power - Ctrl-Alt-Del and the Restart switch had no effect.

    After powering on, the (dual) boot options were displayed as normal, except there were 2 extra options - a 2nd Windows option and a Windows Setup option.

    I tried the "Windows Setup" option (which was already highlighted, and probably the default) and the same screen cycling occurred.

    So after cycling the power again and getting back to the boot options, I selected the first "Windows 10" option and the PC started and then it displayed:

    So I'm back to square one - "SFC / Scannow" doesn't complete and Windows cannot access "immersivecontrolpanel"

    I was thinking of removing the XP system and partition and trying again. I was also wondering what would have happened if I'd selected the second "Windows 10" in the Boot options. But it's midnight on my side of the planet so I'll check back tomorrow to see if anyone has something to try.

    Unfortunately upgrade failures, despite in depth examination of log files over 2-3 weeks of iterative posts, often prove impossible to resolve. I recommend you create your own thread to attract the best reponses as this is now an issue particular to your machine, rather than a general in-place upgrade repair question. Meanwhile feel free to research your error code, and search the forum for similar reports. Also see this section and following links:

    A quick thank you for this tutorial.My PC would not update to build: 18363.657
    During the restart I kept getting; "Could not complete the update, undoing changes" message.
    SFC Scannow & DISM health Check did not find any problems and various other solutions didn't work.
    Happy to say option 6 "To do a repair install of Windows 10 with Media Creation Tool" did!

    Success! (Eventually)


    After my In-Place Upgrade failures reported in post #915 above, I tried the procedure again one more time today and again I got the black and grey flashing screen after the first boot attempt and eventually got the same "We couldn't install Windows 10" message with error 0xC1900101 - 0x30017.

    So my main problems are:

    1. when I click Start/run and enter "ms-settings:", I get the message: "The directory name is invalid" and
    2. running "SFC / scannow" at a CMD prompt stops at 73%, with unfixable errors.

    So I abandoned that system and decided to restore a System Image that I made in March last year. That image was for Windows 10 version 1809 build 17763.316.

    After restoring, I checked whether entering "ms-settings:" in the Start/run box worked - it did and ran the Settings app.

    I also entered "SFC / scannow" at a CMD prompt and it went to 100%, although some corrupt files were not fixed as shown below:

    So, since two of my previous problems were fixed (almost), I decided to do the In-Place Upgrade again. This time, after the first re-boot, I got the message:

    "Reboot and select proper Boot device or insert Boot media in Boot device and press a key".

    I forced a re-boot (Ctrl-Alt-Del) and hit F12 to get into the BIOS boot menu. I booted from the SSD and Windows said it was working on updates.

    Unfortunately, every time it re-booted I had to go through the same procedure to boot from the SSD. Eventually I got the same black and grey flashing screen and Windows reported that it couldn't install Windows 10 and it reverted back to the original version 1809 build 17763.316


    I then fixed the "Boot device" problem by going into the BIOS and setting the SSD as the first boot device. Why it had moved to the second position I have no idea, but probably it was as a result of my restoring the System Image using a bootable flash drive. That procedure does not normally change the BIOS boot order.

    And then, after checking again that typing "ms-settings:" in the Start/run box still worked correctly on this old system, I noticed that Windows (v1809) was busy downloading all the updates, so I let it finish downloading and start the on-line update.

    Shock, horror! "Working on Updates" completed, "Preparing Windows" flashed up and a blurry logon screen appeared. After logging on I checked the result of "SFC /scannow" and it had repaired all corrupt files:

    So it all looks good and I am up to date.

    To summarise, the In-Place Upgrade Procedure failed when using the November 2019 ISO file (version 1909 build 18363.418) to "upgrade" my installed version 1909 build 18363.592.

    But the on-line procedure worked when upgrading my installed version 1809 build 17763.316 to version 1909 build 18363.657.

    Maybe it is the case that the very latest Windows Update software resolves a problem that caused my flashing black and grey screen with the November 2019 (v. 1909 build 18363.418) ISO file.

    I am very tempted to restore an image of 1909 build 18363.592 and attempt to update it on-line to see if it fixes the "SFC /scannow" problem and the "ms-settings:" problem.
