I would use neither especially the cleaner. Once it is stable, leave it alone..
Please if u have usb legacy enabled in bios try with usb legacy disabled.
I have some gigabyte computer witch with windows 10 and usb legacy dont play well.
Tip: better if u have a ps/2 keyboard if u cant go again into bios, but every motherboard after 2008 u can go into bios with a usb keyboard if u have legacy disabled.
He said his computer is quite old so it may just have the older BIOS. I would not go there.
If you keep pressing the power button you will damage the power supply. If you have new one then throw the old out after removing the hard drive. If you can stabilize then do not fool around with it like using cleaners. Yes if you can boot up, go to a restore point when it worked well. Then only let it update and no other adjustments.
If it is not responsive then take out the hard drive and give it to a school or whoever will take it.
