Another possibility, maybe a Fax machine has called your number.
Any strange numbers show up on the dialed list in the phone bill/records?
Yes.
PC connected via wifi->router->etc.How are your PC/printer connected to the internet?
Printer is on wifi, but wired to landline.
There is no PC to landline. This is why the subject was "printer keeps trying...."
Don't get there in time. What do you hear if you switch those off and then pick up the phone?

I don't understand the point of this question, can you please rephrase?
I know it's the printer, because as I said in the message you quoted, there's nothing else attached to the landline.
It's been a functioning fax machine (part of the AIO).
Further, as I also pointed out, Windows 10 is showing that a file *is* attempting to go out, but unlike other files, there's no number attached to it, and no way of gaining any kind of properties that I can find.
That most likely means there is a printer attached.I know it's the printer, because as I said in the message you quoted, there's nothing else attached to the landline.
A Fax requires a machine at each end of the landline to send and receive. It relies on the service provided by the landline, doesn't work with cellphone. Been there and tried it over more than 30 years. I got rid of my landline a year ago and the Fax function of both printers is useless. The Windows Fax and Scan won't send if it can't find an installed Dial-Up Modem.
