Forgive the obvious initial questions to try to understand what may be necessary.
Are all your volume sliders already at maximum? E.g. note the one for my browser, Firefox, and for speakers on the left.
Are other audio sources from the internet loud enough?
Is the volume when playing an mp3 file satisfactory?
You are using a desktop. What sort of speakers are you using? Is the volume control (if any) at maximum?

i forgot to mention that all sound is maxed out but still too low.
And thank you for your reply. Yes, you did omit that.
If there's really no volume option displayed in the browser on the page you visit, - post a screenshot please - this seems surprising. Normally there would be plenty of scope for adjusting volume with decent external speakers.
You've also not commented as to whether you have acceptable volume when playing mp3's or with other sites.
The only other option I would suggest to increase volume further is to use PC Equaliser. This is a free graphic equaliser - in two parts, one being a simpler GUI.

Either the equaliser individual band controls, or one of the sliders to the right for overall volume can be used to boosts output.
I've used that for certain streamed sources which were rather quiet occasionally.

How old is your system ? Would help to complete the My Computer specs at the bottom of your username column.
Right Click on the Loudspeaker icon(bottom right) > Sounds > Playback Tab > click on Speakers or whatever you use, select.
Properties > Enhancements Tab.
Tick immediate mode > Scroll down list to "Loudness Equalisation" tick.
Apply > OK etc.
This applies to the rather common Realtek audio chipset with old style drivers.
Another solution for low audio levels while listening to YouTube is to listen or watch using VLC player. I find many YouTube videos have low audio level and VLC Player always has more than enough gain without maxing out the volume.
VLC Player can be used to open any video url and will play almost any format of audio or video.
