on the good machine, rt click the {71a27cdd-812a-11d0-bec7-08002be2092f}key and select export.
It will ask where to, so browse to the desktop and export it there.
Close regedit.
Now you will see a file with a .reg extension on the desktop.
Copy that to a usb stick.
Plug the usb into your non working system.
Rt click on the reg file and select Merge. It will ask you to 0k it. Say yes.

You can export the {71a27cdd-812a-11d0-bec7-08002be2092f} key from the non working system first, if it makes you feel better

Ok, in that case, if that doesn't help, I'm sure you're capable of finding more such as there are plenty of similar results, also mentioning possible impact of 3rd party utilities amongst others.
I've done the reg edit but I can't reboot at the moment because I'm doing a large backup of files to a USB drive.
I did remove a few 3rd party utilities like Gigabyte ones that seemed pointless for me.Plus I did try it with the security software turned off but no luck.
Fingers crossed on the reboot !

Many thanks to all that tried to help me with this error.
Good news! After doing the reg edit by adding the correct key, on reboot I can now get into recovery without the error
Guess I will never know why this happened but I don't really care now it's working fine.
I hope this thread may help others in the future with the same problem.
