unable to restart using advanced startup to access uefi settings

as the title describes, i am completely unable to restart from "settings, recovery, advanced startup". for those who are not familiar with the menu i am trying to describe, it's this one. no matter what option i select on that list, my computer turns off, turns back on and waits at a black screen. i can't access anything by spamming F2, F8, F10, or F12 upon startup either. I blame that on windows "fast boot", but I can't get into the bios settings to disable it because of the problem i've described above.. i've installed EasyUEFI so you guys could at least take a look at my disks and boot order information.

1) There are two Windows advanced troubleshooting menus: computer and bootable windows 10 iso.


2) Find three flash drives that you can format (> or = 8 GB)

3) On a working computer create tools that can be used to:

a) backup files
b) test the drive
c) troubleshoot

4) Create a bootable Windows 10 iso:

it may be the DEL to access your BIOS


As for F8- that's historical by default. Win 10 is not designed to make use of it, although it is possible to enable its use. Whether it is actually effective to access Safe Mode even then is another matter.

When I used to turn my computer on, before fast boot i guess, i used to see an MSI logo and at the bottom it told me to either press F2 or F12 for setup or bios.

i have turned off fast startup, however i can't turn off fast or ultrafast boot because i can not get to my uefi firmware.

i'm making the bootable windows 10 iso now, i'm going to do my best to try and boot from that

There are two different 'fast boot' options you can set. One is in the bios and skips some of the POST tests to get to booting from the disk sooner. The other is 'Fast Start up' in Windows, and turns on a form of hybrid hibernation so that the Windows kernel state is saved to disk at shut down and loaded 'ready to use' at boot, a warm boot rather than a full boot from cold.

You need to be careful to distinguish between the two. It's not clear yet if you have one, the other, or both enabled.

To perform a full cold boot, choose Restart from the Start menu power button rather than Shut down. A Restart will always perform a cold boot, whether or not Fast Start up is enabled.

I have now revisited my past 'mistake' to check how it behaves. Enabling fast boot in the bios skips displaying the OEM logo, so it would seem you have enabled fast boot in the bios as you no longer see the logo at boot.
I suggest you try a Restart and start spamming your F2 key as soon as the screen goes blank, that worked for me.

See if you can run:

powercfg -h off


Consider resetting the bios.
