PC Won't reboot from a Win 10 Restart but is fine from power on

    Do you have a USB wi-fi in your pc?
    All my PC failed to restart randomly with USB wi-fi adapters with ralink chip and realtek. Seems a bug with windows 2004.

    I get exactly the same problem


    I get exactly the same problem when clicking on 'Restart' from the 'Start' menu - soft-reboot hangs with a black screen. The OS shuts down properly. I hear a little click, which sounds like a power relay trying to reset the power to reboot. The monitor displays a black screen with a white underscore in the top left corner. If I hit the hardware reset button on case, it reboots. If I wait a minute or more to see if it will reboot itself, it totally locks up, and I have to turn the power switch on the power supply off for at least 10 seconds and then on again to restart the PC.

    It seems that either the Windows 10 OS is not properly passing the reboot command to the EUFI after the OS shuts down, or the EUFI is not accepting that reboot command and acting upon it.

    However if I choose restart after booting into Windows Recovery mode, then the PC soft-reboots normally.

    This problem has manifested after a motherboard/CPU/memory upgrade. Same Case, power supply, C: drive, graphics card, which never had a problem in the past.
    New components:
    MSI MPG Z590 Gaming Carbon Wi-Fi Motherboard
    Intel Core i7 11700K Processor
    Corsair Dominator RGB 64GB (4x16GB) 3200MHz CL16 DDR4

    BIOS and drivers have all been upgraded to latest versions.
    Diagnostics and performance tests all run fine.

    Black screen on soft reboot and hang on Windows Logon


    I have found the fix for the freezes - turn off USB power saving options, as per this guide on the Microsoft Answers forum:

    Trying to find the offending USB device seems irrelevant .....

    USB device types: Combination of old and new .... from USB2 to USB 3.2 Gen2 ... I have 2 USB cables of 5 metres length going to the home theatre. One USB device was coming up as an unrecognized device in Device Manager but deleting that did not fix the problem. I could list all the USB devices here, however there would be no point. I found that when trying to isolate the offending device, I would get unpredictable results. I would remove devices one-by-one, think I found the fault, then the problem would re-appear with intermittent black screen on soft reboot and hang on Windows Logon. Removed all the USB devices except mouse & keyboard, and still got intermittent freezes. Removed the 7-port Orico USB3 add-in card, still got intermittent freezes. Applied the Windows USB power settings fix above, and everything worked with no problems, and has been working ever since. No more unrecognized devices in Device Manager either.

    Did you ever solve this restarting issue? I am facing the same issue with a recent mobo/CPU/ram upgrade. I cannot restart in Windows, only shutdown.

    So to confirm, changing those usb settings allowed you to reboot from Windows?

    I only ask as I recently upgraded by mobo/CPU and ram and have the same issue. Changing the usb settings In the video doesn't fix the issue for me
