my windows version is 14393.693KB4015438 was rushed out through windows update to fix a bug introduced in KB4013429. The MPEG-2 codec crashed any video app that tried to use it. KB4015438 takes you to build .969.
KB4016635 add two more fixes, the first of which is important to some business users. The second is to fix Store app updates failing. It is build .970. As it seems to only affect a small (but important) number of MS's customers, it's optional and only available from the catalog.
If you are on .969 (check with Winver) and aren't affected by these issues you don't need .970 and it won't be forced on you by windows update.
