W10 20H2 update has not installed since update 4-22-21?

W10 20H2 update has not installed since update 4-22-21? Current V: 1909
When I check W10 says "Updates are up-to-date. How can that be. "Something is rotten in the state of Microsoft."
See attached image. I think this is the last important W10 update??

How do I get it to install?

1) Download and install onto the desktop:
Download Windows 10 ISO File

2) Uninstall any of these non-Microsoft software:
a) antivirus (include Malwarebytes)
b) firewall
c) drive encryption

3) Place the computer into clean boot:
Perform a Clean Boot in Windows 10 to Troubleshoot Software Conflicts

4) Disconnect any attached hardware except mouse, keyboard, and monitor

5) Disconnect Ethernet

6) Disconnect Wifi (hardware off if available)

7) Perform an in place upgrade repair using the Windows 10 iso on the desktop:
Repair Install Windows 10 with an In-place Upgrade
(select to not install updates until there is a successful in place upgrade repair)

8) If the in place upgrade repair fails then run setupdiag and post a share link into this thread to include all of the generated files

9) If the in place upgrade is successful then perform Windows updates and check to see that Microsoft Defender is up to date

10) Reinstall any software that had been uninstalled as needed

11) Return from clean boot to normal boot as needed

12) Reattach any hardware that had been disconnected as needed

Thanks for your help; however there may be several problems for updating. I won't go into all problems I will run into, too many funky details.

One problem stands out: will I be able to preserve the layout of my W10 home page? See image below.

Please make a free backup image first.

Then if there are any unexpected findings you can restore the image.

What to expect when doing a repair install of Windows 10:

System Protection will be reset to the default of being turned off. 
It is recommended to turn on system protection after the repair install has finished to have restore points.
You will lose any custom fonts.
You will lose any customized system icons.
You may need to re-establish your Wi-Fi connection.
You will need to redo Windows updates subsequent to the build you have used for the repair install.
Windows.old will be created.
You will need to redo any language downloads including the display language if you changed that.
