The existing installation, and/or the update process is borked ... at what point, who knows? Anyone's guess.

After all that time and effort, by now you could have already ...
    - backed up your personal data and captured any license keys
    - created a 21H1 boot installation USB using Media Creation Tool
    - booted from the USB, wiped all partitions
    - done a clean Windows 10 21H1 install
    - reinstalled your software
    - restored your personal user files

Depending on the amount of software to be re-installed, 2-4 hours, tops.

And as insurance against next time, create an image with Macrium Reflect (freeware) of the new fully setup system (completed updates included)

Or you can spend another eternity following all the troubleshooting tips and tricks that will flood in.

Your troubleshooting does not seem to include all that is recommended in Reset Windows Update - TenForumsTutorials. The tutorial was always more comprehensive than the procedures suggested in other sites.

The Version 21H1 download, whether or not it is extracted to make an InstallUSB, can also be used to just run the update without having to clean install. This procedure is called a 'Repair install' or 'In-place upgrade' and is described in Repair Install - TenForumsTutorials I can't make out from your comments whether you tried doing this or not.
Download Windows 10 ISO File - TenForumsTutorials - I always choose the TechBench WZT option.

Updating this way should work even though you have had Windows update problems. If you had not been having problems then updating to 21H1 could have been even easier - How to get the Windows 10 May 2021 Update version 21H1 - TenForums

A clean install takes me 4 days so I try to avoid any need for one, as you do, by making system images each month & before any radical changes.

    All the best,
    Denis

    Understood.

Do you already know about making system images? Macrium Reflect [free edition] is an imaging utility that is often recommended in this forum and is so well-known here that you can get plenty of help for it.

Backup and Restore with Macrium Reflect - TenForumsTutorials
    Macrium USB - TenForums

    Macrium Software Macrium Reflect Free
Macrium Reflect KnowledgeBase - user guide [version-independent link]

It can also make bootable system images. This facility is called viBoot^^^.
    Macrium viBoot - Macrium KB
Macrium viBoot - Create Virtual Machine using Macrium Image - TenForumsTutorials
^^^ viBoot used to require Windows 10 Pro because of the virtualisation method it worked with but v8 is more flexible. To find out if it really will work with Windows 10 Home, watch out for any progress made in New viBoot VM Options - TenForums

Current free trials are apparently of the new v8 and, after the 30 day trial, it reverts to the free version of v7. The free version of v8 will apparently be generally available within 90 days.
