look at the registry at HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Search
....IF it has a sub-key named BingSearchEnabled
    then Delete the BingSearchEnabled
You will do fine without it.

And by the way, if it is left there and its data value = 0 you will have issues Changing the 0 to 1 will cure the issues, but as I noted you do not need the sub-key in the first place.

The operating system does not ship with the sub-key named BingSearchEnabled
Those that do have that specific sub-key would have been manually added by user either when following some tips for tweaking on a tech community board, or else, perhaps by using an app like "shutup10"

I use shutup 10 because using search, if i do not use it, in win10 I have web results and ads instead of result relevant to what I'd like to search (i.e. files and programs relevant to my workflow and my pc).
If I understand well what you say, you are suggesting to not use shutup 10 because it create problems; at this point how do I solve the problem of searching files in my pc and not in the web, maybe this is not an option with windows 10 I suppose.

See Turn On or Off Search online and include web results - TenForumsTutorials This tutorial provides a simple reg file to do the job.

Don't turn it off until the "Cortana High CPU" bug is fixed.

I understood that deleting or not having that subkey was equivalent to having BingSearch enabled. Not having the sub-key would be the same as giving it values=1

    Am I right?

Not having the sub-key is normal. The OS does not ship with that subkey. Windows 10 will work fine without it.
My Win 10 build 1903 18362.329 is working fine without that sub-key

For those seeing the "SearchUI" issue in Task Manager with high cpu
that is caused by the sub-key named
BingSearchEnabled that has a value of 0

if it is left there and its data value = 0 you will have issues
Changing the 0 to 1 will cure the issues, but as I noted you do not need the sub-key in the first place.

a ) Where and how are you trying to execute a search ?

    b)
Can you just export out the whole content of this key ( in the registry )

It was 1903 that wiped me out. About two weeks ago I found the computer had downloaded and installed the Windows 10 May 1903 update and wiped all my files. First I tried restarting and got nothing. Tried again and nothing. My computer looked like I'd just bought it--totally empty, nothing left except my screen password prompt. Properties of the C drive showed it practically empty. So I went into Security and Updates and rolled it back to the previous version. Presto, back in the pink and no more crying. This will last another two weeks and this "crying update"will happen again. How can I skip 1903 and go to the next update that won't wipe all my files? I have Windows 10 Pro on a Dell machine. Any help preventing another rotten morning would be greatly appreciated.

Now would be the time to be very regular with system image backup in the form of Incremental or Differential. I would even do one every day. As a suggestion, since you seem to be still on version 1803, I would advance to 1809 after a system backup and then pause updates in the advanced Options for 365 days For Feature Updates, by changing to "Semi-Annual Channel" (without "Target") and leave Quality updates to "0". As a matter of fact that is where I am at on my production machine:
