My experience may not have any bearing on this mouse problem, but here it is, for what it's worth!
Logitech MX Master 2S mouse Bluetooth connected via an Asus USB BT-400 dongle. (BTW, mounting the dongle in a USB extension cable so it is about a metre away from the tower gave much better mouse performance than when I had the dongle in one of the ports on the tower.)
But that was an earlier problem, apparently not related to the current one, which is jerky mouse response over the last few builds.
I found it has some relationship with the onboard graphics. (I have 3 monitors, one driven by the onboard graphics, the others by a Video card.) (I only use the 3rd monitor occasionally.) Mouse response is smooth and prompt if the 3rd monitor is enabled. If I disable the the 3rd monitor using 'Display Settings' the jerkiness is present, and very annoying! But disabling the 3rd monitor in Device Manager works. Mouse response is as it should be.

Logitech Wireless M185 Mouse working perfectly on scroll -- However I'm running this machine as a VM on a Linux server so the mouse hardware is probably running some type of Virtual mouse driver so probably not a proper test.
I'm intending to try this build on a physical machine later and will see what happens.

MX5500 plus M535 plus MX Master....all Logitech Bluetooth mice.
None scroll until mouse lines are activated in Settings.....see attachment.....after each startup.
