You can help us by filling out your system specs.
It seems 0x80070026 usually points to some type of file corruption. You can follow the advice / answer here: Windows 10 1511 Upgrade Error 0X80070026 I know it says 1511 but it doesn't matter what build it is the advice holds for them all.
Tutorials for: SFC , DISM , Win Update Troubleshooter , you may even have to reset updates.
But.
Before you go through all that, If you have a third-party anti-virus program shut it down and stop any services that are associated with it. Then re-try updating to 3509.
I've even seen where users had to uninstall their AV before updating to have the update succeed.
This is the reason I want you to fill. in. your. specs! If you had listed your AV I wouldn't of had to mention this part about the AV.
Googled and found this thread. I noticed performance issues in Skyrim Special Edition today; every 5-10 seconds, I would get a sudden FPS dip. Only thing that changed was KB4493509 being installed. Uninstalled it and everything is fine again.
No Antivirus software or anything installed, just a lot of gaming software running (Launchers, Discord, EVGA Precision, etc).
Lucky for me, I have Win 10 Pro, so I changed the "Improvement" updates to run on a 30 day delay now, instead of a 1 day delay.
I am running an older display driver though (416.94), maybe when I have some free time that I don't feel like spending on gaming, I will update and then try installing the Windows update again.
Just reporting in - I'm not sure what happened here - I installed the latest cumulative update KB4493509 on Tuesday. I had no problems with the install and my machine is running as near perfect as it can. I ran Check Updates tonight (Friday) and the same update reinstalled - only this time a Restart was not required. Puzzled, I restarted to make sure all was well and so far so good - It is just very strange that I now have TWO KB4493509. I only use Windows Defender. The only major change I made was that I turned off IE11 from WIndows Features. So there's my story - I'll update if I find any problems.

W10 64bit. Avira pro.
KB4493509 basically shut me down. Uninstalled. Would then not boot up. Have to switch off computer and then restart - then works. Avira also went off - had to reinstall. Seemed OK. Seemed stable. Now again no boot up - hanging screen, switch off and restart manually - clears. Avira now functioning. Residual effect - no boot up. Windows ran auto diagnostic - couldn't fix. Wits end.
Edit: After recent Avira update, issue described in Cumulative Update KB4493509 Windows 10 v1809 Build 17763.437 - April 9 Windows Update - Page 4 - Windows 10 Forums is back at every restart & logon. Reverting to older image taken before cumulative update 4493509.
as above Avira Pro, uninstall KB 4493509, fails on boot, manual shut down, restart - OK. I did revert to a past restore point but then Windows badgers you to update what is between last restore point and the corrupt updates. I did update (KB 4493509 is no longer updateable) to recover other updates such Adobe security. Now back to square one - no boot, shut down manually, restart - then OK. So either I go back to a March restore point and ignore all updates including x1 critical, or put up with restart x2. Windows diagnostic could not repair either (x3 attempts). Linux anyone?
