Personally I don't mind that it's replaced, because I have them both pinned on the taskbar. I use ClassicShell with the W10 rightclick startmenu option on rightclick.

Seem to be able to drop a copy of your Control Panel shortcut into C:\Users\(user name)\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\System Tools (or Windows System)
and have it show in Start:

When +x to open is used from the keyboard, the menu entries have underlined hotkey shortcuts, but not the Control Panel entry obtained using this tutorial method:
