Have you tried resetting the update components? This problem affects App Store downloads also.

Right click Start>Powershell with admin rights & enter:icacls "C:\Program Files\WindowsApps" /reset /t /c /q To reset the permissions for Microsoft App Store & all Apps to default.If that doesn’t work then reinstall all MS apps:Right click Start>Powershell with admin rights & enter:Get-AppxPackage -allusers | foreach {Add-AppxPackage -register "$($_.InstallLocation)\appxmanifest.xml" -DisableDevelopmentMode}

If at one point you clicked on any Store item, and paused, or was in the process of downloading the item, it will stay in your list of items no matter what until you make a decision to finish or re-download it. At least from my experience.

Also store apps also stop functioning if your move from install ( the actual physical installation of windows ) from hardware to hardware ( including virtual machine ), but as long as you "touch base" by launching any app, it will tie all store apps ( not sure about other installs classed as apps ) to that "hardware" itself.
This "touching base" will also turn back on telemetry, Windows Update and anything else associated with the function of the app itself.
If there was a way to have the app function without having to "touch-base" I would be for it.
If those cmds didn’t work then an in-place repair may be required - download the media creation tool, run this & choose install, follow instructions & ensure keep apps & files/everything is automatically selected. Once complete check the store again.
