I believe this entry in Event Viewer is related:
"The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID
    Windows.SecurityCenter.WscDataProtection
    and APPID Unavailable
to the user NT AUTHORITY\SYSTEM SID (S-1-5-18) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool."

Also, I noticed these Chromium instances pop up and after afew seconds go away.
I made Edge and Chrome default browsers but it made no difference.

I tried your suggestion, left only keyboard and mouse, it made no difference...

You do not have ransomware protection activated in Windows Defender (or other anti-virus)? For me it is activated in Windows Defender and when an application accesses protected folders the application does not launch, at the same time I receive a notification from Defender which tells me the blockage. I have to go to the ransomware section to authorize the application. There is a history of blocks, and also the applications which have been authorized by the user.
