Windows 10 takes over 10 minutes to boot

Recently-ish (probably a month or so) whenever my pc restarts it takes around 11-12 minutes to restart. I've tried various solutions but no errors from any of the commands I ran. The weird thing is when I run safe mode it boots very fast. But when I did a clean boot with all non windows services disabled and all startup programs disabled it still takes over 10 minutes.

    I've tried
    - chkdsk
    - sfc /scannow
    - dism /online /cleanup-image /restorehealth
    - driver updates
    - Clean start with all startup programs and non windows services disabled

Let us see what you have loading [ Apps/Programs/Services/Utilities/etc ] at Startup.

     MSConfig

[1] Press the Win + R keys together to open the Run dialog box.
[2] Type msconfig in the Run dialog box > Enter.
    [3] Click the Startup tab.
[4] Expand the Startup Item and Manufacturer columns so that ALL the data is showing.
[5] Sort the Startup Item column so that ALL the enabled items are at the top [ click Date Disabled column ] .
    [6] Post a screenshot . . .

    I hope this helps.

Download and use the free version of HardDisk Sentinel, you might be having what I have had from time to time -- a slowly failing HDD, heading for the sunset due to any one of several possible causes. If you have a hybrid HDD, and have been defragging it, that hybrid may be one of those which do not take kindly to defragging. At least two if not three of my hybrid HDDs had to be replaced within 2 years.

This is what I have for startup programs. I've tried with everything disabled and it didn't help.

That is very odd. I'm wondering if you have any form of virus going on. Have you used any other programs for one time On Demand scanning? Could be some form of malware/rootkit/backdoor etc going through your system at startup and thats why it takes so long.
These are all free on demand scanners and all very good at finding baddies. Google search and download, they do not install they are all safe effective scanners and will remove what they find also free.
    1- ADW Cleaner
    2- Dr Web CureIt
    3- EmsisoftEmergencyKit
4- KVRT (Kaspersky Virus Removal Tool)
    5- MSERT(Microsoft Safety Scanner)
Just a thought. Give a few of these a try and see What if anything they find.

I mention HardDisk Sentinel because it could be a slow dying harddrive, I just want to rule in or rule out the SSD. Google returned: "Safe for SSDs? • Hard Disk Monitoring - Hard Disk Sentinelwww.hdsentinel.com › forum › viewtopic... Yes of course, I can confirm that Hard Disk Sentinel is 100% safe to be used with SSDs. The goal is exactly to support both hard disk drives, SSDs, hybrid drives, pendrives, memory cards and further devices too - in a single software. Yes, the tests can be used on SSDs too..."
