Temporary files

To whom it may concern:
I have 4.5 GB temporary files that should be removed, but when I click on it, only 150 MB is removable. I already emptied windows update download folder, also there is nothing in download folder under users/user-name.
How could I get rid of it? is there a utility to do that?

In system>storage, temp files are 4.5 GB, clicking on it allows removing like 150 MB, it also mentions some files can not be deleted because they are necessary for some programs, in the past it was not this way, I was able to empty all of them
Using Explorer and going to: user/user-name/AppData/Local/temp, only shows 150 MB,
Disk clean up, shows other stuff to be deleted, like internet temporary files and etc. like 15 MB
I want to remove all 4.5 GB

If you mean the temp folder, It is already empty, I removed all files, nothing left to be shown, the rest which is above 4 GB according to System>Storage under temporary files section, is highly likely belong to other programs which may have a folder for caching or indexing their data. I ran TreeSize to find them by size, yet there are too many folders, that is why I thought maybe there is a utility to do the task.
P.S Human Perception has 3 levels: 1- reasoning: it belongs to ordinary humans eg. politicians 2- logic: it belongs to exceptional scientific minds eg. Professor Hawking 3-inspiration: it is the highest level which belongs to the Lords, belief is under this category

Thanks for the advice, I shall try the command prompt for the cleanup component store and the software, in case of any problem I will ask
