If you are going to restore a previous image or re-install, you could try running Event Viewer - Clear ALL Logs . . . from My Batch Files [Should work in Win 10] => Batch Files to see if that corrects the problem!
If not, then you could still restore a previous image or re-install.

In Event Viewer, click on View > Add/Remove Columns, and check that Displayed Columns include "Date and Time", "Source", "Event ID", and "Task Category."

events did clear, but the problem persists, worth a try, thanks!
1 Is there something non-standard about your fonts?
2 Is your display set to 100% scaling in Settings, System, Display?
3 I suggest a Repair install [aka InPlace upgrade]

4 Find out if the problem is apparent in Safe mode and, if it is not, use Clean boot procedures to try to identify the culprit
