Shut down and restart. Sometime that happens when there is an update awaiting a restart to complete.

Type sc config trustedinstaller start=demand command and press Enter key. Then type net start trustedinstaller and press Enter key. Now try to run the System File Checker and see if you are still getting the "Windows Resource Protection could not start the repair service" error.

    1) Open administrative command prompt and type or copy and paste:
    2) dism /online /cleanup-image /scanhealth
    3) dism /online /cleanup-image /restorehealth
    4) sfc /scannow
    5) chkdsk /scan

    6) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    7) Find a flash drive that you can format (> or = 8 GB)

    8) Create a bootable Windows 10 iso:

    Download Windows 10 ISO File
Create Bootable USB Flash Drive to Install Windows 10

Is there an entry in Reliability History which is relevant to the problem?
