But if you want to try and get into the BIOS again just to check:
From your product's website:
Opening the Startup Menu during system startup on computers
Follow these steps to open the Startup menu when the computer is powered off.
- Turn on the computer.
- Immediately press the Escape key repeatedly, about once every second, until the Startup Menu opens.
You should get this option:
Also: please don't forget to answer Golden's question regarding how the keyboard is connected.
It is a USB keyboard, no ps2 connector on case. I don't think the usb is working

I left the cmos battery out overnight, still the same results. I can't figure out why interrupting chekdsk could cause this problem, but I had no choice, the screen said it would be running 999 hours

I could get to an HP diagnostic which said hard drive not installed, but it is
I would try swapping the cable from hard drive with dvd drive. Also while in their re-seat all cables
I tried that to no avail. I think (guess) that the failed run of chkdsk somehow messed up my cmos settings
Most motherboards have a Clear CMOS jumper on them to manually reset the BIOS. You could look for one on the board or consult the computer manual to find it's location.
There is a jumper covering 2 pins on a 3-pin connection. It is covering pins 1 & 2 in normal operating mode. You simply move the jumper to cover pins 2 & 3, wait about 30 seconds, then put it back on pins 1 & 2.
For good measure you could also remove and replace the battery before replacing the jumper on pins 1 & 2.
Disconnect the problem hard drive during this procedure. You just want to see if you can get into BIOS settings. You don't need a hard drive to do this and the hard drive could be the problem.
Thank you all for all of your help. I'll let you know how it goes. I'll look for the jumper

Doubtful.
Unless there was sparks and smoke and fire coming from the hard drive there is nothing I can imagine that would cause a motherboard failure or inability to get into the BIOS that you could do by just running or stopping CHKDSK.
*Maybe* if running CHKDSK caused the hard drive failed electrically then it would cause the BIOS to not boot, or even not POST. But that would be solved immediately just by disconnecting the hard drive from the power supply.
