    Hello @Craige

I have no idea why your USB stick is not allowing the Media Creation Tool, to create a bootable USB stick.

There is another option. You can just choose to create an ISO image, then Mount it, and install or upgrade Windows that way.

Repair Install Windows 10 with an In-place Upgrade

Here is the short version of the In-place upgrade tutorial...

    DISABLE any non-Microsoft:
    a) antivirus software
    b) firewall software
    c) drive encryption software

Make a full OS backup with a program like Macrium Reflect (free)
Macrium Software | Macrium Reflect Free

Go here and get the Media Creation Tool and save it to your desktop.
    https://www.microsoft.com/en-us/soft...load/windows10

RUN the Media Creation Tool and use it to: Create an ISO image... save IT to your desktop.
This will be the latest version of the ISO image.

For older ISO image versions, go here instead...
    Download Windows 10 ISO File

Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will look like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.

The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.

When you get to the choices that include... Keep personal files and apps, choose instead the option that says...

    ...something like... "Nothing".

The "Nothing" option, is a clean install.

[1] Have you tried formatting the USB first?
[2] Have you tried a different USB?
[3] If the USB is an old USB, sometimes it does take several minutes for the USB to completely finalise its operations.

    I hope this helps!

Another option is to format the USB to a 1GB Fat 32 partition and the second partition to NTFS then follow this excellent tutorial from @Kari at You are being redirected... .

Edit, for some reason there is a Malwarebytes warning for Win10.guru site

It's just an easy way to create a bootable USB Windows 10 installer from an iso file.

Craige, did you cleaned the USB drive properly? Did you tested the drive (seen many fake drives)?

    Clean:
    diskpart
list disk (it will list all drives. Identify the USB drive number)
select disk n (replace n by the USB drive number obtained with list disk)
    clean
    convert mbr
    create part primary
    select part 1
    format fs=fat32 quick
    assign
    active
    exit (to exit diskpart)

To test the drive, download and run h2testw
It will fill the drive with small files and then test them.
