version 1909 causes restart to fail 100% when using nvme drive as boot

When I was on 1709, I had no problem restarting windows.

Now on a fresh clean installed 1909, restarting fails to boot.

Bios loads, but windows does not.
If I ctrl-alt-del at the blank bios boot screen, it will restart and boot up again.

Restart only works from the bios logo screen.

restarting from within Windows does not.

    None of these solutions works.

Wow, skimming through that thread you linked there is an awful lot of advice based around re formatting drives, deleting partitions and re installing Windows.
Rather than trying the sledgehammer approach to start with maybe we can offer some less nuclear approaches.
For a start could you fill in your computer specs, just putting Win10 doesn't help anyone.
Problem solving may well have different methods depending on whether your PC is a desktop or a laptop.
But you could try starting with disabling hibernation if it is enabled and also fast startup (there is a Windows setting but also some BIOS have a setting for this as well), also maybe turn off secure boot temporarily to see if that is causing an issue.
A very rough stab in the dark would be that this is an issue with the NVME not conforming to the ACPI specification, it may be at the hardware or driver level. But honestly till we have more details it is a very rough guess.

ok. i disabled secure boot, and it successfully restarts once.

if i try to restart a second time, it will boot to a blank blue screen, and then I have to ctrl alt del to force restart.

weird that the first restart works, but the second doesn't.

Just clean installed 1709 from iso

slightly different behavior, but ssd still has restart hang on 2nd restart.

on clean 1709, I have bios 100% reset to default, secure boot enabled.
first restart works. If I try to restart again, windows will not load after bios logo appears. Must power off and on to boot.

On clean 1909, same behavior as above when secure boot is disabled.
if secure boot is enabled, restart fails/hangs at bios logo every single time.

I have an aomei backup image 1709 I saved last week, so I'm going to restore that and see if there are restart problems

I'm also going to try linux and test restarts.

if linux can restart every time, something is jacked up with windows.

running ubuntu 18 right now, and restart works flawlessly on linux
with default bios settings.... fast boot + secure boot.

something is messed up with the way windows boots

it seems like whenever i want to restart a 2nd time, the bootloader fails and nothing loads.

weird. I wonder what would cause this

It seems as if Windows is hanging while waiting for some driver or service to start, have you tried booting into safe mode (you will need your login password) with Windows to see if you can restart without issue? If you can then try disabling anything that starts with Windows that is not critical to running your PC.
As a secondary thought, are you using the Samsung driver for the 970 Evo? I'm assuming this is your boot drive? And is it up to date?

i have the latest samsung nvme driver.

my startup tab only has 2 items.....
ms onedrive, and windows security notification.

    This is fresh install 1909.

both home and pro 1909 hang on restart unless ctrl alt del.

I'm going to try to find 1803 and cleanstall that.

    ===============================================

after searching everywhere on google, I found a half baked workaround.

in my bios settings, there is a S.M.A.R.T check function.

disabling SMART check AND disabling secure boot seems to allow Windows 1909 to restart repeatedly.
I'll have to reboot a few more times to be sure.

I don't know how important secure boot is, but I'll have to live without it.

I also have fast boot disabled, but I don't know if that affects this reboot issue.

The other workaround someone proposed, which I have not tested, is if the laptop has a 2.5" hdd and nvme ssd...
when clean installing, put the recovery/msr/efi partitions on the hdd, and install Windows on the nvme partition.

This must have been the reason my previous 1709 setup had no issues rebooting, even with secure boot enabled.

Maybe this will help someone in the future if they have a 970 evo plus.

If possible, post a image of the full task manager box for startup.
