Do a quick format, only takes a few seconds. That's all that is required. No need of a full format.
Setting up additional partition is not possible from Windows 7 from disk management.
Rufus settings
Partition layout = MBR
Target system = BIOS (or UEFI-CMS)
File system = NTFS
Cluster size = 4096 bytes (standard)
Fast format = on
Create extensive label and icon files = on
Boot computer
click F8 BBS pop-up and select USB Flash
Windows is started for install Windows 10
I also tried the FAT32 option with GPT and UEFI, but then I immediately get an error message when starting the flash disk.
True, in fact it wasn't possible in Windows 10 either (or to see more than the first partition of a usb in File Explorer) until the ability was introduced with version 1703.
However, it has always been possible to create and format multiple partitions using Diskpart.
Why not just use the tool Microsoft has provided? Option One of the tutorial:

A couple of easy clicks and you get a universally USB flash drive, no need to mess with formatting or anything. Beware: It will erase everything of the flash drive! The flash drive that Microsoft's tool creates is MBR partitioned (compatible with both legacy BIOS and UEFI), FAT32 partition (makes it compatible with UEFI), and the FAT32 partition marked as active (makes it compatible with legacy BIOS).

Windows 7 only installs bare with only internet connection and a browser, the total download of the ISO file was 10.6 GB
Windows 7 total configured download of that ISO file was now suddenly 24.7 GB
I cannot state with certainty whether this is correct, but my opinion is that Microsoft first looks at the overall configuration of your PC and what you have installed on it. From where he creates a different kind of ISO file that is much larger where everything is installed.
Now the question is whether it is a clean installation when one has an ISO file that you downloaded on a fully installed PC?

I'm seriously baffled as to why the OP is turning this into rocket science. As been suggested from page 1, and is as simple as listening - download the Media Creation Tool (as Navy suggested via tutorial link), install your flash drive in a USB port, and follow the tool's instructions. Yet 7 pages later the OP is still trying everything but what has been suggested numerous times
And with all due respect if the OP can't follow these simple instructions, I don't see how messing with RUFUS is going to make things easier; especially since RUFUS isn't even needed!!!

I agree. Admittedly, I was the one who first brought Rufus into the conversation (mea culpa) .... purely as a suggestion/option.
The OP hasn't even tried Windows MCT, albeit a mention somewhere that there is no flash drive available, nor is one readily available (location to be able to purchase?).
But these are obstacles the OP will need to overcome/workaround. The last x pages of discussion have done nothing to contribute to a solution.
