Drive C is too small only 3.35 GB free Can I move windows file (complete) to a different drive so Upgrade has room to install - I doubt it . I cannot make 8 gb available on C . What options are best - new install ?

The best option it to do a clean install wipe all partitions and start fresh it will be quicker than messing about trying to get free space. Are you sure you don't have a windows.old folder as that can give enough space if remove

If the drive is 32GB or smaller there have been issues with the last or last 2 Versions of Win10 having insufficient space and using a USB or SDHC memory device didn't help. Because of that my Dell Inspiron 11 3000 Notebook is now happily running Linux Mint 19.3.
