My OS is in auto repair loop, how can I install Windows on a new drive

A bad driver caused my pc to boot in automatic repair loop and I tried everything to fix it, but cant.

My next plan is to buy a new bigger harddrive, install a new window 10 and then move all my files to my new hdd.

Problem is how do I install windows10, when I have no access to a working pc to download the iso of windows10?
I have the product key for my windows 10 written down, but how can I install Windows on a new hdd, I only have access to smartphones and tablets.
Will I have to bite the bullet and buy a brand new copy of Windows 10 from my local bestbuy?

Have a friend make a USB flash drive for you:

You can run Media Creation Tool on any Windows 7/8/8.1/10 system, a friends or the library. Click on Download Tool Now in the link at left then run MCT and tell it to create the USB flash drive rather than messing with creating an ISO then using Rufus or similar to create the USB flash drive. MCT always gets it right.

Since you have had Windows 10 installed on this system, you do not need a key at all. The key is stored on the Microsoft servers. When asked for a key, click on I don't have a key. The current key will be used to activate your install.

So I have a usb stick connected, click 'download tool now', run it, select USB flash drive option. Do I save it in my USB before or after that?
Then I need to download a app called rufus? What do I need to do with it?

I can get access to a friend's laptop tomorrow, so i might not need a new hdd if I can just reinstall windows on my current hdd from bios?
Can I just reset windows10 on my current hdd with the 3rd party laptop and USB stick?

Like can I boot to bios and then select something from the usb stick that will redownload win10, while still keeping my files, settings and programs?

Save what on the USB flash drive? If you select the USB flash drive option in the Media Creation Tool it makes the USB flash drive a bootable Windows 10 installation USB flash drive.

    No and nothing.

You boot your computer from the USB flash drive - and yes, that should be a BIOS option.

No, you will have to do a clean install of Windows.

So there is no option to keep my files?

What about a upgrade installation, can I get that option?

Only if you can boot into your current Windows installation. It kind of sucks that way. The only way to repair an existing Windows installation is to be able to boot into it.

The drive does not need to be replaced unless there are
    hardware problems
    recurrent file system corruption/logical problems
    SMART test problems
    surface test problems
Failure by DST or generic testing
    End user wants better performance
    End user wants larger size
    etc.

The "auto loop" may be able to be troubleshooted.

    Please perform the following steps:

    1) Find 3 flash drives that you can format (> or = 8 GB)

    2) Make tools that can be used to recover important files, test the drives, and troubleshoot

    3) On a working computer create:

    a) a new bootable windows 10 iso 1909:
    https://www.microsoft.com/en-us/soft...load/windows10
    Download Windows 10 ISO File
    Download Windows 10 ISO File
Create Bootable USB Flash Drive to Install Windows 10
Create Bootable USB Flash Drive to Install Windows 10

    b) bootable Ubuntu flash drive:

    c) Kyhi boot rescue flash drive:
    Toolkit Item: Kyhi’s Rescue Disk – Win10.Guru

You can do a Parallel Install by not formatting the partition Windows 10 is currently installed on as long as there is enough room on the hard drive. If you do that the current installation will be moved into C:\Windows.old. Once the install completes you should be able to access C:\Windows.old and copy out any files/folders to the correct locations on the new install.

See this tutorial by Shawn Brink on How to Custom Install Windows 10

This DOES NOT mean you do not need a backup image. Things go wrong and the likelihood of that happening increases when you are less prepared to recover from a problem. Something to do with Murphy's Law.

I don't think it s a hardware problem, but I can't get out of the repair , I been trying all the tricks that tutorials and guides show.
When I hit F8 on startup, I get this message

    RECOVERY
Your PC or device needs to be repaired. The operating system couldn't load because the system registry file is missing or contains errors.
    File:\Windows\system32\config\system
