    Unable to upgrade windows, stuck on 1803, error 0x800700003


    Hello,

    I'm stuck on 1803, i've tried updating to 1809 but i receive the following error 0x800700003. I've tried to update to 1903 and I receive the following message "This PC cant be upgraded to windows 10, your pc has a driver or service that isn't ready for this version of windows 10.Here is a list of the items i've tried thus far used windows assistant , used media creation tool. reset windows update components, all drivers are up to date, ran SFC and DISM command. I tried SFCFix by Niemiro and here are the results.

    Hi Grizzlyblade and welcome to Tenforums.

    I haven't read through all your reports, but I have some suggestions for you:

    Download the ISO for 1809 and save it to a usb stick (you can use MS Media Creation Tool)
    Disconnect everything from your system except C drive, main monitor, mouse and keyboard
    Uninstall your AV completely (don't just turn it off)
    If you point your user files to a different drive, point them back to C.

    Plug the usb ISO in, double click to mount it; Windows will give it a drive letter. Go to setup.exe and double-click to run. Let the system update that way.

    Your 0x8007003 is also listed as a driver error.

    Navigate to this folder

    C:\$WINDOWS.~BT\Sources\Panther

    Look for a file named CompatData2019XXXXXX.xml (The xx will represent a date)

    Open the file with Edge. Look down the column Block Migration. You are looking for "True"

    Get Driverstore and run Rapr.exe

    Release DriverStore Explorer v0.9.10 . lostindark/DriverStoreExplorer . GitHub

    When product starts right click in the column title area and add the column OEM.INF

    Find your troubled drivers. If they belong to software I might suggest uninstalling. If license product understand implications, like do you still have key to re-install.

    I tried your guys suggestions and here is what I recieved after finding out the oem issues, which where related to my printer, i deleted the printer and deleted the drivers however Windows still believes its there after countless restarts. I also get a 0xc1900209 error as well

    Did you use rapr (DriverStore) to identified and remove these devices. If they are a printer did you disconnect printer and if virtual printer did you remove software.

    Correct I did use driver store to identify the issue and removed and unplugged the printer and deleted the drivers and associated programs however even though they no longer appear in rapr windows believes it's still there and is stopping the update

    You may need to do a repair install of 1803 first to correct errors (if you have or can get 1803 install files) and then try 1809/1903 again. Otherwise, it sounds as if you may have to do a clean install as AddRAM suggests.

    I took your guys advice and did a clean install of 1803 and then a clean install to 1903 and it worked, thank you all for your help :)
