    Here's where I am:
Macboatmaster: The first driver you recommended turned out to be Win10. I tried it anyway since I didn't see anything in the extract that prohibited Win8.1. I realize it was a long shot, but the Nvidia installer said no.
After reading the Nvidia support thread about 451.67, I decided to skip that one. Thanks for the heads up.
I wanted to get a driver level higher than 358.00 because I had seen any number of forum entries about that level being some sort of threshold.
I decided to come at my problem with a different perspective. I don't do any gaming, I don't have multiple displays. I don't do any 3D apps. I have a plain old desktop for general purpose home computing. I decided to look for a Nvidia driver over 430.00 that supported Win8.1[64]. I simply picked 431.60 and installed it. It was a WHQL version. No problems or indications that anything I do would likely be at risk. Task Manager doesn't show anything unusual. Cold starts and restarts have no apparent performance problems. I just watched a high activity action movie segment and no apparent problems. I didn't see anything in the Nvida support threads about major problems with 431.60.
I thought if I had been looking for a driver update a year ago [431.60 vintage] I might have installed it then and just kept using it. Here I'd be getting ready to do a clean install.
BTW, I will be unhooking the second HD during the clean install.

Update and results: I am now at Win10 Pro, Version 1909, build 18363.1016 on my Dell XPS 8700. Challenges met. This is what works for a video driver. YMMV. Dell sourced NVIDIA card, GeForce GTX745, 2015 vintage. The last thing I installed [today, system up and stable] was a video driver from Dell. I was running with a default Win10 driver until that point.
    https://www.dell.com/support/home/en...driverid=7c9v3, Version 23.21.13.9065, A00, Release date 16 Apr 2018, Last Updated 26 Jul 2019, Win10 x64.
    nVIDIA-GeForce-Desktop-Graphics-Driver_7C9V3_WIN_23.21.13.9065_A00.EXE.
The install was actually an imbedded NVIDIA ver 390.65. I did a clean install and only selected the Graphics Driver. No install problems.
