I think spunk has the best solution but you have to know how to handle permissions:

If you follow that way, try it in Safe mode where BitDefender is not active.

Hey guys, I come back because my issue insists. I can't reproduce anymore by myself, but random times I see the folder there.
I already tried safe mode and also I tried to find any bad sector. No luck!
@werby, what exactly you suggest?
PS: Btw, the "Public" name of the folder was my choice. I just give this name as the filename. I don't think that Windows as OS is so stupid that can't recognize that isn't the Public folder.
Taking a look in BitDefender forum I noticed that many users complain about some "ancient" issues with their desktops.
As usual, support team -when appears- asks for log files, then disappears again and life goes on...fooling users.
Unfortunately, I was one of their victim.
I suggest, if it's easy for you, to uninstall this Romanian κουράδα and see if it helps.
Find out how to properly uninstall BitDefender in their forum.
I think that common uninstall way does not completely uninstall it.

Before 3-4 days, I complete uninstall the BitDefender Security Suits for another reason.
This crazy folder appear again :'(
Because it does not appear at regular intervals, you have to focus on your actions just before folder reappearance, finding -perhaps- what's causing that...or else, just wait for a few days (17 Oct. OS upgrade to "Fall") and all your problems will be gone...
PS: Sometimes, BitDefender "miracles" appear even after completely uninstall.

Finally, I have understood what happens!! It's about the Microsoft Edge. The problematic folder appears when I download a file, and I choose "save as" and not the direct run option. On the other hand, it doesn't happen when I right click on a photo and choose "save as" or when I use different browser.
How it's even possible to solve something like this? I repeat that before some months, I created on my desktop a temporary folder with the name Public. I download there some files, and then I move the folder somewhere else. After that, in randoms occasions, the folder appears again on my desktop. Now I'm pretty sure that the folder appears when I download a file with Microsoft Edge.
PS: I have successfully installed the Fall Update
