Not sure if you got your answer but I found a way. The Photos application is built in and this is what re-installs those two folders. I don't use it so I deleted the application. To do so, follow this link and you'll have all the info you needed.

If you are sure you want to get rid of them, you can move them to OneDrive (where they cannot be found for some reason). Right click on the folder, select properties, go to the location tab, press move and select OneDrive. A few warning messages will appear. Click ok, and they should be moved and hidden (again, OneDrive does not show them for an unidentified reason). Make sure you no longer want them before doing this.
As these are system folders, they have a location tab... . Why not use the Location Tab to change the location to somewhere that does not annoy you.
Right-click the offending folder, select a new path where you can live with the folder (somewhere you won't see it, eg create a System Junk folder in your user folder). Click OK, "Yes" for the folder to be created if it does not exist there, "Yes" for contents to be moved. Done.
[I read all these forums and there all the same...people offering solutions with back and fourth messages but no one really seems to know what they are talking about. Where is the real information ?? if i ask a question like how to delete the system, folders in my libraries then please someone tell me how to do it and dont just say try this and this I want a real solution and in one reply not 24 messages that takes 4 weeks
