Tried both of those. Still nothing. Does it work with you?

Hm. It seems very buggy. I got it working for some things sometimes and sometimes not. But it seems, on Windows 1909 that it doesn't really work. I managed to get it working on my desktop at home running 1909 but not my laptop no matter what I try.

Hmh. Weird. Thanks for trying. Glad to know more about "how it works with others as well"

It is a universal Windows random behavior since inception. Arises for no reason, disappears whenever it feels a notion to do so.

(Can you think of any others? I can : think of the taskbar configured to auto-hide, randomly quits hiding, much later resumes hiding. Explanation : one of many types of irritations that MS programmers enjoy embedding into products.)

    This works for me.

I don't know why the key bindings (Ctrl+Alt+'some letter') to 'program shortcuts' (shortcut.lnk) break. But I do know two ways to break them and one way to fix them.

Mine break if I try to use them when either 'pot player' or 'firefox' has the focus.

They work again after I drop to the desktop with 'win+d'.
