Which button in which web page? What action is supposed to ensue when you click it?
That message in principle is primarily intended for users of a company PC where a group policy (one or more of a particular set of registry changes).
These changes might be applied by registry changes you have made, perhaps by a tweak tool, or if Win 10 Pro via the group policy editor.
Do you have Home or Pro?

From that I take it that this message occurred as soon as you clicked on a hyperlink somewhere.. presumably in an email?

I agree with dalchina. I also do not understand where you are taking the action of clicking on something & exactly what that thing is.
- It seems to me that you are referring to clicking on a hyperlink in an email using MSOffice Outlook*** for which that dialog appearing is a known problem. But you mentioned clicking on a button so I'm confused.
- Perhaps a screenshot of the running application & the thing you are clicking on will help to reduce uncertainties.

I looked at my Outlook settings and I think that I went OTT in ensuring that I turned off the usual frills and removed a few more. That few more was the fly in the ointment
I put them back on and that fixed it.

You have not wasted anybody's time. Your solution might, in fact, be useful for future victims.
So the problem did happen when you clicked on a hyperlink in an MSOffice Outlook email?
- If so, why did you refer to a button?
I would be interested in knowing which Outlook Options you had changed.
- I'd like to keep a record of them for reference if anybody else reports the same symptom as you. I appreciate that you don't know which individual change caused / resolved the problem.
- Your problem has been reported before but nobody has mentioned changing Outlook Options. The 'normal' successful solution is a Registry change that is not related to Outlook Options.
- A similar one has also been reported before. It shows a different error dialog when clicking on a hyperlink in an Outlook or other MSOffice application [it refers to "restrictions are in effect"]. Its solution is also a Registry change that is not related to Outlook Options.
