I asked this same question on an Android forum some time ago--like a year or so...I could be wrong but it seems to me that the answer was some sort of special address in an email incorporating the phone number of the person you wanted to text.
Here you go:
Alltel: phonenumber@message.alltel.com.
AT&T: phonenumber@txt.att.net.
T-Mobile: phonenumber@tmomail.net.
Virgin Mobile: phonenumber@vmobl.com.

As @Dalachina said, Send Text Messages from Windows 10 with the Your Phone App works. I use it and love it since i can type a lot better on a keyboard then I can on my phone.

Do you mean without cell service? Because if you have a cellphone and Android you can simply use ANDROID MESSAGES FOR WEB.

I've been using an app on Windows for many years, it started out just for use with specific Sony Ericsson phones (pre smartphones ), but has been developed to work with Android phones. It is simple but it works well for me, it also has retained an old style interface, that can either be a good or bad thing. It also manages calendar, and phone call making (on the handset not the PC)

You can use the Your Phone app. I do it all the time

Obviously "free" is dependent on your service agreement with your carrier.

Google Voice allows you to send cell phone type text from your pc. No cell phone required.
