Taskbar dissapearing, can't open windows tab and more!

The last few months I've had an issue which I've managed to get around but its driving me insane.

Heres a summary of my problems

    - Taskbar at random times vanishes before returning a few seconds later, minus icons that were on it previous for programmes I had opened.
    - When clicking the windows icon, absolutely nothing happens
    - When typing into the search bar pinned to the task bar, after a short while the text I've inputted dissapears so no search can be completed.

I made another user account to see if the same issues affect the new one, which it does not. Very confused!

Using windows 10 Version 1903 (OS Build 18362.295)

    Any help appreciated!

Hi, creating the other account is a good diagnostic step, and indicates an in-place upgrade repair install will not help here.

It sounds like you may have more than one problem here.

With the separation of Cortana and taskbar search in 1903, re-registering Cortana is not likely to help.

Please try running these and report the result:
Run Windows Store Apps Troubleshooter in Windows 10
Start Menu Troubleshooter in Windows 10

When clicking the windows icon, absolutely nothing happens
    - can you see the Start Menu by any means? E.g. by pressing the Win key?
If not, you can try this:
Re-register Start Menu in Windows 10

    Try this too:
Clear and Reset Store Cache in Windows 10

Taskbar at random times vanishes before returning a few seconds later
When this happens does your desktop display change as well?
Look at your Reliability History- is explorer crashing when this happens?
However, I would not have expected this to happen:
minus icons that were on it previous for programmes I had opened.
Please try a clean boot and see if any of these symptoms change.
(If unsure how, there's a tutorial, or use e.g. Google..)

If the issue is only happening with one user account, then this would strongly suggest that the one account is corrupt, this is not a regular thing but it does happen and has done over many windows versions back to Windows NT

The issues are normally not as odd as this one but I would simply transfer any data from the bad account to a good one and then delete the first account - You could simply remove the bad user account and save the data from it to the new working account desktop using the standard option during a user removal.

To be perfectly sure I would, when time permits, consider a complete re-install as what ever has caused the initial corruption could still be in place.

Thank you for the replies so far its appreciated.

I've run a lot of the checks and this is what I got back

Hanging or crashing apps – not fixed

    Tile database is corrupt

It might be easier to transfer over to a new user. Whats the best way to basically replicate what I have on this (IE games, folders for music etc) to the one I already have created?

    Thank you for your reply.

Before attempting more, please run these routine checks in case some corruption has occurred:
    a. disk check
e.g. HDTune (free) Health and Error Scan tabs.
    b. If SMART parameters are ok - passes then
from an admin command or Powershell prompt
    chkdsk c: /scan
    (this scans only, no fix).

    c. If ok
    SFC /SCANNOW
    and report the summary result.

From my post in this thread:
User profile partially "corrupted", how to migrate to a new one?
A user profile is very complex, from the registry through numerous folders under the user profile to the relevant permissions, desktop, start menu....

Another thing worth doing is to run a disk monitor program that alerts you to disk degradation and potential failure.

    Discussion:
copying user profile or cloning a user account windows 10 - Microsoft Community
Windows Easy Transfer in windows 10 - Microsoft Community

There are 3rd party tools (mentioned in the 2nd thread) that migrate whole installations including user profiles of course to another Windows installation. (Easeus, Laplink). I've done this 2 or 3 times and it's been mostly very successful.

    That includes programs, settings, data...

Your approach will depend on how many programs and startups you need to consider. It's easy enough to copy the data in library folders of course.

I've tried all the scans, .bat download etc and still nothing has changed or any glaringly obvious errors appear.

The HD Tune scan did not reveal any issues.

When trying the restart start option, interestingly Start does not appear in my background processes

After running the command in powershell for the reinstall and re-register apps this appears..
