Failed Win 10 pc format attempt - now pc wont boot?

I attempted to format a Win 10 pc but it stopped formatting (came up with a Windows failure to complete message) about half way through and now the pc wont boot up?
I can get into the motherboard (MSI) Setup utility, and from a different computer I downloaded a "Create Windows 10 installation media for another pc" onto a USB drive.
I then went into the Setup and changed the Boot Option Priorities to 1st Boot to USB Hard Disk.
But when I reboot, nothing happens...it still just loops around a black screen.
Any suggestions to solve this? Apologies in advance for my lack of pc knowledge!!

There should be a boot override menu. Possibly pressing F12 key repeatedly when power on. But we really can't give specifics because we don't know the exact model number of your computer.

I am unsure what my pc make is...could have been a custom made as it doesnt have a name badge.
Anyway, I have found the Boot Overide option in the setup utility, it displays the following:

    Boot Overide
    Built-in EFI Shell
    steamos
    SATA: Hitachi HDS721680PLA380
    SATA: Pioneer BD-RW BDR-205

    Any further suggestions?

I was trying to format the pc to clean off all data before selling the pc.

I dont have the Windows cd for this nor any product key...

Does this mean I cant use the USB to get around the problem?

See if you can boot to the Windows 10 iso > command prompt > diskpart > clean

Erase Disk using Diskpart Clean Command in Windows 10

This was an option: reset remove files

    Reset Windows 10

    Code:
    Remove everything
This is to reset Windows 10.
Reinstalls Windows 10 and removes all your accounts and personal files.
Removes apps and drivers you installed.
Removes changes you made to settings.
Removes any apps your PC manufacturer installed. (If your PC came with Windows 10, apps from your PC manufacturer will be reinstalled.)
If you're planning to donate, recycle, or sell your PC, use this option and choose to fully clean the drive. This might take an hour or two, but it makes it harder for other people to recover files you've removed.

No thats my problem - when I start up the pc I cant get it to start up using the USB stick... I can get into the setup menu (by hitting the delete key) but see my previous post which describes what I am seeing. Thanks, and sorry if I appear to not know what I am doing...because its true!

I wonder why it's not seeing the USB drive. If you prepared it using the Media Creation Tool, it should be set up properly.

I don't suppose that it'd be easy to check the motherboard for its make? That is usually silkscreened somewhere on the board. That's the critical information, as it's not an appliance PC (HP, Dell, etc.)

"SteamOS"? You have a Linux distro installed on the machine?

When I power it up, an MSI Mainboard logo appears on the screen...when I looked at the motherboard physically, all I could see was "MS 7698 Ver 1.0"

I dont know what SteamOS means, and I am unaware if a previous user may have installed LInux (But that wasnt the O/S I was using on it, which was Win10)

Once Windows 10 has been updated the license is on Microsoft servers.

This should allow you to clean install Windows 10.
