laptop won't charge, odd smell coming from it when turned on

    Both sources [shock, smell] are defective & unsafe.
    - If the charger produces both the shock & the smell then replace it.
    - If either source is the computer then get the computer & the charger checked by somebody who has the skills to diagnose the defective component.

    the smell is mainly coming from the vents at bottom of my laptop. the shock came from either the tip of my charger or the charging port itself

    I assume the laptop is dead and won't boot?

    DISCONNECT THE CHARGER FROM THE LAPTOP. You can then remove the back panel and inspect the battery and motherboard for damage. If the battery has shorted and burnt there is a chance a new battery may rescue you. Look for evidence of burnt components on the motherboard. In this case you probably need to buy a new laptop. Remove the disk drive for data recovery at the same time if the laptop is junk. I easily found a useful maintenance guide online for my Dell laptop which explains how to remove components.

    How easy it is for an inexperienced user to inspect it depends on the manufacturer, some models are easy while others are near-impossible. I did ask @yuni earlier for the make and model of laptop so we could find the service manual and say what would be possible for anyone to do for themselves.

    Yuni also hasn't said yet whether the laptop showed any signs of life when on battery only.
