That error code is 1 that I know a little.
I haven't yet found another solution than an In-Place Upgrade.
I think it is because of the windows 10 version that DISM online uses and the windows 10 version you have.
The versions are not the same.
I had the same 0x800f081f. In my case neither an in-place upgrade or a clean install helped. The reason was due to a corrupt .png delivered by Windows update for amd64_microsoft_windows_microsoftedge.
You can check it on the CBS.log created by sfc /scannow.
The solution for me was to download the batch file created by @Kyhi and run Options 1,2,3 as described in this post Error DSIM restorehealth - Page 2 - Windows 10 Forums
You could try that - it worked for me :)
