    That error code is 1 that I know a little.

    I haven't yet found another solution than an In-Place Upgrade.

    I think it is because of the windows 10 version that DISM online uses and the windows 10 version you have.
    The versions are not the same.

    In the case of the OP, there are a lot of .dll files and some .wmv files corrupted.
    This could be a very great chance of being the main cause.
