Windows uses $RECYCLE.BIN. This is the folder where deleted files go when you send them to the recycling bin. Each user has a folder here for the files they delete. A Windows user can only see, fully delete, or restore their own files. If you use linux to delete $RECYCLE.BIN then you will delete all recycled files for all Windows users, which is why you gained some free space.

I'm the only user on the pc. And have a other user for when there are problems with my account. So I can recover my files when I necessary to delete my normal working account. And I regularly removed the files in the recycle bin. Why is than $recycle bin such a big file?
You can set and check the maximum permitted size:

Please post a screenshot like the last one in that tutorial for that drive.The default maximum storage size of a Recycle Bin location is about 5% of the space available.
What you need to be aware of is that each user account has its own private Recycle Bin. No one user can be aware of the contents of another user's Recycle Bin. The $RECYCLE.BIN folder contains all the separate user's recycle bins, each with a GUID folder name.
I too have another user account I only use for maintenance purposes. Here I have signed in to it and deleted some 560MB of .bmp files. Then I signed out, signed back into my usual user account, then deleted a single .zip file. From my normal user account I'm completely unaware of the files in the other Recycle Bins, being only able to see the one file I deleted myself.
My account's recycle bin is in the GUID folder name S-1-5-21-3896323471-3350552582-198367867-1001, while the other 560MB of deleted files are in a folder my account does not even have permission to look at. As such it is all to easy to loose track of files you deleted while using other accounts and assume that $RECYCLE.BIN must be empty because you have cleared out your own recycle bin.
