Windows update stuck at downloading updates 1%

Hey, so I have this problem, I have installed fresh windows 10 about a month ago and now I wanted to check for updates, and well, that works, but if I want to actually install them, it says it's downloading the updates but no network activity other than google chrome is happening and it keeps being stuck at "Downloading updates 1%"
I have tried this article: https://answers.microsoft.com/en-us/...2-da0870b544f9 but it didn't do anything, I am helpless.

Try closing all apps and run the windows update troubleshooter as administrator. I had to run it twice to get it to fix things.
    Hope this helps.

Ran the troubleshooter like 5-10 times, rebooted few times too. Nothing actually helps, and my hosts are not blocking microsoft too, I just updated windows defender and it was smoothly downloaded and installed

Did you try Windows update reset - tutorials by Brink? Download .bat file and run as admin.

Just ran it, restarted and I saw some change, it actually told me that the update was checked today but then I clicked update, it found updates, downloaded FEW which was 0%, then it got to 1%, still some text, and suddenly the text saying name of current update disappeared and here we are, 1% again.. no disk usage nor network - again - :/

What does sfc /scannow says? If the report from it comes out celan, I would recommend in-place upgrade. It leaves all the applications and documents intact.

Open administrative command prompt and type or copy and paste these commands:

    1) winver
(in the pop up about windows view the windows version and build and post that information into the thread)

    2) sfc /scannow

    3) dism /online /cleanup-image /restorehealth

    4) chkdsk /scan

    5) right click on the top bar or title bar of the administrative command prompt box > left click edit then select all > right click the top bar again > left click edit then copy > paste into the thread

    6) copy and paste all of these commands together

    Net stop bits
    Net stop wuauserv
    Net stop appidsvc
    Net stop cryptsvc
    Del %ALLUSERSPROFILE%\Microsoft\Network\Downloader\qmgr*.dat /Q
    Del "%HOMEDRIVE%\Users\All Users\Microsoft\Network\Downloader\qmgr*.dat" /Q
    Del %WINDIR%\SoftwareDistribution\*.* /s /Q
    Net start bits
    Net start wuauserv
    Net start appidsvc
    Net start cryptsvc

    7) shutdown /r

Let us know if this did or did not fix windows updates.

I would (after trying all that you just did). Just pick the same version and language that you have (install language...) when downloading ISO

    Then attempt windows updates.
Please report results in the thread.

    msconfig:
move dot from normal startup to selective startup
    uncheck load startup items
    click services tab
on lower left check hide all Microsoft services
on lower right click disable all
click apply or ok and do not reboot

    task manager:
    Click startup
Click status column so that it sorts with enable on top
right click each row so that enable is changed to disable.

    reboot

    check windows updates
