Is there a reason why updates stick
When I update win10 it regally sticks at 21% 44% and 74% is there something in these periods that takes a long time for the update to sort out

Your present spec
Laptop OS Win 10 is of no help whatsoever.
To address the actual problem on what can until you provide the spec, be only very general advice
1. Is the connection generally OK or slow, on general browsing
2. What AntiVirus is in use
3. Does this apply to all updates or only when there is a large number of updates
4. When it is updating, are you also using the browser or is the only internet activity the updates.
I did not post this for technical reasons I wanted to know if there was a reason for this to happen. I am on win10 pro and have the same problem on three pcs it happens on major updates and I see on many posts about updates a lot have their machines hanging roughly at these points. Is it taking bits off at these points and reloading them or is it a point in the update were it loads a lot of new info onto operating system.
I am sorry I do not understand. I thought you were asking for help with the apparent sticking and therefore slowness of updatesI did not post this for technical reasons

Updates can hang at any percentage generally it depends on the load on the update servers and of course the available speed of your connection.
Additionally a relevant aspect is are the updates hanging on download OR on install

I've been seeing the same thing on 5 Desktops and 5 Notebooks running Home and Pro. It's never been a problem and I'm not concerned by the time involved as they always finish, attribute it to a combination of how many Users are accessing the Servers, what those Users have for connections and bandwidth in use which in my case is 25Mbps Wireless DSL.
You are reading too much in to those displayed percentages.Nothing is really stuck, just the displayed percentage number whatever that is based on.
It is a very approximate indicator that's all.
