To perform an in-place upgrade repair install, as I said, you need an iso file of the same build as you have installed -1909, or you could use a bootable disk of the same build.

You cannot use an older build to do this.
If you use a later major build, you upgrade to that build.

For more, if you wish, please see the lengthy tutorial on in-place upgrade repair.
Just a small detail to clarify...
During the procedure, only the disk with the windows should be connected, like we do in clean installations? What about the other hard disks of the system (disks with only data)?

It's not required - did you see the tutorial? I don't recall people ever mentioning it.

In the tutorial there is not such a suggestion but I asked, just in case.

    After two months, mystery solved!
An application called StopUpdates10 was responsible for all this mess. I discovered it accidentally when I opened Task Manager for some other reason. The files were located in C:\Windows\USPDSATE.
By terminating task, both Windows Update Mini Tool and WAU Manager work fine!
I still don't know (or remember) how this app appeared to my pc...

You could look at the Properties if you were interested in when it was Installed.

Go to Control Panel --> Programs --> Programs and Features.
The dates are shown in the "Installed On" column.

Perhaps someone else has access to your PC.

I know when it was installed. About the time the problem appeared, I was downloading and trying things to stop or take control of the Updates. One of them it was this app.
