If you consider the content of the bat file as I suggested some time ago you will find it reregisters a number of files. Feel free to compare that with the reg file you mention.
But it's time to make some progress... as a minimum you might as well try running the Windows Update Troubleshooter and the bat file and see what happens. Time to move on.
And by the way, with a disk in a cautionary state, it's not the best place to be in when making major changes amd fixing things.
Hope you've got a disk image. (E.g. Macrium Reflect - free/paid) - a good way to transfer to a new disk.

The trouble shooter detects two problems and fixed them,
service registration is missing or corrupt Some security settings are missing or have been changed
But windows updates still not running the, the wuauserv look restored in the registry but the windows update in the services still missing.
If you are now trying to repair Windows Update, again, you can try using the bat file as, as I said, it re-registers a number of components.
If you wish to attempt the repair by another means, then try Tweaking.com's free repair tool, observing its prompted careful preparation. Select only relevant repairs. There's one for Windows Update, more for important services.
Finally, as I keep saying, there's the in-place upgrade repair install which will set services to default again.

I never disable WU it usually run in the background.
I have tried tweaking come and it reported that successfully repaired this issue but it was not, I have used this tweaking software in the past and it has resolved and repaired several issues with windows successfully.
I can try again with making selection of the windows update repair only.
Finally, as I keep saying, there's the in-place upgrade repair install (which will also set services to default again).
Can I run this in-place upgrade repair from within windows by running set up from windows iso file?
Is it same procedure as pc rest? to keep personal files.
The iso file is v2004 (OS Build 19041.1) will this repair my windows v2004 (OS build 19041.508)
I've posted these simplified instructions so many times .. log in, rt click, mount the compatible iso, open the new drive letter created, double click setup.exe.

No, not like reset as it keeps almost everything.
The error code 0x80070424 = The specified service does not exist as an installed service.
If the in place upgrade repair works you're set.

I have tried this repair install by running setup of windows iso file from within windows and kept all files, the issue was partially resolved ,the registry shows wuauserv folder presnet but the windows update in services was missing, also the windows build look degraded from build OS 19041.508 to 19041.264 why is that?
is it advisable to run this setup diag file now?
